Abstract
الإدارة الإلكترونية ورقمنة سجلات الحالة المدنية تمثل تحولا هاما في كيفية إدارة وتقديم خدمات الحكومة للمواطنين. يعتمد هذا التحول على استخدام التكنولوجيا الرقمية لتحسين فعالية وكفاءة الإجراءات المتعلقة بسجلات الحالة المدنية، مثل تسجيل المواليد، والوفيات، والزيجات، والطلاق.
كما تتيح النظم الرقمية تسريع الإجراءات من خلال أتمتة العمليات وتقليل الحاجة للإجراءات الورقية، مما يوفر وقتاً للمواطنين ويسهل عليهم الوصول إلى الخدمات. وتساهم الرقمنة في تحسين الشفافية وتقليل فرص التلاعب والفساد، حيث يمكن متابعة حالة الطلبات ومراجعة السجلات بشكل إلكتروني ومنظم.
كما يقلل التحول الرقمي من التكاليف المرتبطة بتخزين السجلات الورقية وإدارتها، بالإضافة إلى تقليل الحاجة للموارد البشرية التي كانت تستخدم في إدارة الأعمال اليدوية. و توفر النظم الرقمية أمانًا أفضل للبيانات الشخصية من خلال استخدام تقنيات الحماية المتقدمة والنسخ الاحتياطي.
فالإدارة الإلكترونية ورقمنة سجلات الحالة المدنية في تحسين جودة الخدمات الحكومية، وتعزيز الشفافية، وتقليل التكاليف، بينما تتطلب الالتزام بالأمان وتدريب الكوادر لضمان نجاح هذا التحول.
Electronic management and the digitization of civil status records represent a significant shift in how governments manage and deliver services to citizens. This transformation relies on digital technology to improve the effectiveness and efficiency of procedures related to civil status records, such as registering births, deaths, marriages, and divorces.
