| dc.description.abstract | يعرف العالم خلال السنوات الاخيرة ظاهرة نزوح لا مثيل ها في التاريخ ، وصل عدد اللاجئين لمستويات قياسية ، يرجع سببها الى الحروب والاضطهاد والكثير من النزاعات والقمع في عدد من البلدان ، فازداد اهتمام الأمم المتحدة والمنظمات الدولية والاقليمية في قضية اللجئين ، حيث قامت بوضع تعريف للاجىء ، وبالتالي تحديد من يستحق هذه الحماية االقانونية ، كما حددت اتفاقية 1651 لن لحماية اللاجئين حقوقا ووضعت التزامات لابد عليهم من ادائها ، كما تتمثل الاليات المؤسساتية الخاصة بحماية اللاجئين في مختلف الاجهزة التي ترعى شؤون اللاجئين ، وفي مقدمة هذه الاجهزة المفوضية السامية للامم المتحدة لشؤون اللاجئين ، فضلا عن مختلف الجهود التي تقدمها اللجنة الدولية للصليب الاحمر ، ووكالة غوث وتشغيل اللاجئين الفلسطينيين في الشرق الاوسط (الانوروا). The world has known an unpreceden displacement phenomenon in history,the number of refuges has reached recard levels, due to wars ,persecution ,many conflicts and repression in a number of coutries, the United Nations bods and international and regional organizations have become increasingly interested in refugee and thus determine Whois entitled to this legal protection the 1951 convention for the protection of refuges and set obligations that they must perform . The institistionel mechanisms for the protection of refuges are also represented in the various bodies that take care of Refugee Affaires . At the forefront of these bodies are the anited Nations Higth commissioner for Refuges (UNHCR),as well as various efforts provided by the international committtee of the Red Cross (ICRC),the relief and works Agency for Palestine refugees in the Middle Eest (UNRWA). | |
