Abstract
أصبحت قضية التنمية المستدامة في وقتنا الراهن مطلبا ضروريا خاصة في مجال التعمير، نظرا للسلبيات التي يعرفها المحيط العمراني من فوضى العمران وتردي البيئة الحضرية، والذي كان نتيجة لتراكم عدة أسباب.
ومن أجل تحقيق تنمية عمرانية مستدامة، عمدت الجزائر إلى أقلمة نظامها التشريعي ومباديء التنمية المستدامة، بالإضافة إلى تعزيز الرقابة القبلية والبعدية على عملية التشييد والبناء، كما باشرت إلى تشييد مدن جديدة وفق معايير وضوابط التنمية المستدامة، مع كل ما يشمله هذا المفهوم من صعوبات للتحقيق في أرض الواقع.
Le sujet du développement durable est devenue actuellement une nécessité surtout dans le domaine de l’urbanisme, étant donner la situation critique compte tenu des aspects négatifs que l’environnement urbain définit, tel que les constructions illicites et la détérioration de l’environnement urbain, qui résulte de l’accumulation de plusieurs raisons.
Afin de parvenir à un développement urbain durable, l’Algérie s’est engagé dans l’adaptation de son système législatif avec les principes du développement durable, en plus de renforcer le contrôle antérieur et postérieur du processus de construction, ainsi que la construction de nouvelles villes selon les normes et critère du développement durable, avec toutes les difficultés liée à ce concept dans sa réalisation sur le terrain.
The issue of sustainable development has become a necessary requirement today, especially in the field of reconstruction, given the negative aspects that the urban environment defines from the urban chaos and and the deterioration of urban environment, which was the result of the accumulation of several reasons.
In order to achieve sustainable urban development, Algeria has embarked on the legacy of its legislative systems and principals of sustainable development, in addition to strengthening tribal and dimensional oversight of the construction and building process, as well as the construction of new cities according to sustainable development standards and controls, with all the difficulties involved in this concept investigating &Ground.
