dc.description.abstractتتناول هذه الدراسة مشكلة أساسية يوجهها المواطن الجزائري يوميا: صعوبة الحصول على وسائل نقل موثوقة وميسورة التكلفة في الوقت المناسبفي الواقع، يعتمد 85% من التنقلات في الجزائر على النقل البري، لكن هذا القطاع يعاني من مشاكل عديدة كالازدحام والتلوث وارتفاع معدل الحوادث، بالإضافة إلى صعوبة العثور على الخدمة المناسبة. لحل هذه المعضلة، تقترح المذكرة إنشاء تطبيق إلكتروني ذكي يربط بين المسافرين وأصحاب المركبات في منصة (تطبيق) واحدة سهلة الاستخدام، مثل فكرة "سوق إلكتروني للنقل". يوفر التطبيق ست خدمات رئيسية: مشاركة الرحلات لتوفير التكاليف، تأجير السيارات للرحلات الطويلة، نقل البضائع للتجار، خدمات الطوارئ والقطر، توصيل الطعام، والنقل التجاري. الهدف النهائي هو تحويل النقل التقليدي العشوائي إلى نظام منظم ورقمي يفيد الجميع: المسافر يحصل على خدمة أفضل وأرخص، السائق يزيد دخله، والبيئة تستفيد من تقليل عدد المركبات في الشوارع. بهذا الشكل، يساهم المشروع في بناء "جزائر رقمية" تواكب العصر وتحقق التنمية المستدامة. This study addresses a fundamental problem faced by Algerian citizens on a daily basis: the difficulty of finding reliable and affordable transportation at the right time. In fact, 85% of transportation in Algeria relies on road transport, but this sector suffers from numerous problems such as congestion, pollution, and high accident rates, in addition to the difficulty of finding the right service. To solve this problem, the memorandum proposes the creation of a smart electronic application that connects travelers and vehicle owners on a single, easy-to-use platform (application), similar to the idea of an “electronic transportation market.” The app would offer six main services: ride sharing to save costs, car rental for long trips, goods transport for merchants, emergency and towing services, food delivery, and commercial transport. The ultimate goal is to transform traditional, unregulated transportation into an organized, digital system that benefits everyone: travelers get better and cheaper service, drivers increase their income, and the environment benefits from fewer vehicles on the streets. In this way, the project contributes to building a “digital Algeria” that keeps pace with the times and achieves sustainable development.
