| dc.description.abstract | يعتبر العقار الاقتصادي العنصر الرئيسي في دفع وتحريك عجلة التنمية الاقتصادية، وجذب الاستثمارات الوطنية والأجنبية، وقد جاء القانون الجديد رقم 23-17 في سياق الإصلاحات الاقتصادية التي تشهدها الجزائر، والتي تهدف الى خلق بيئة ملائمة للاستثمار، والحد من العراقيل البيروقراطية، حيث يتم منح العقار الاقتصادي حسب هذا القانون بصيغة الامتياز بالتراضي والذي يكون قابلا للتحويل الى تنازل في حال تجسيد المستثمر لمشروعه الاستثماري، حيث يكون المستثمر ملتزما بمجموعة من الالتزامات المنصوص عليها في دفتر الشروط، وفي حال الاخلال بأحدها يؤدي الى فسخ الامتياز، ويتم اسناد عملية منح العقار الاقتصادي الموجه للاستثمار للوكالة الجزائرية لترقية الاستثمار والتي تلعب دورا كبيرا في تبسيط الإجراءات وتحسين شفافية منح العقار. Economic land is a key element for boosting growth and stimulating economic development, while also attracting national and foreign investment. The new Law No. 23-17 is part of the economic reforms undertaken by Algeria, aiming to create a favorable environment for investment and reduce bureaucratic obstacles. Under this law, economic land is granted in the form of a negotiated concession, which may be converted into a definitive transfer if the investor effectively implements their project. The investor is required to comply with a set of commitments specified in a terms-of-reference document, the violation of which may lead to the termination of the concession. The allocation of land intended for investment isentrusted to the Algerian Investment Promotion Agency, which plays a key role in simplifying procedures and improving the transparency of the allocation process. | |
