Abstract
الملخص
تناولت هذه الدراسة موضوع دور الاتصال البيئي في تحسين جهود حماية البيئة، من خلال دراسة ميدانية بمديرية البيئة لولاية تيزي وزو، وذلك في ظل التحديات البيئية المتزايدة التي تعرفها الجزائر، كالتلوث، التصحر، النفايات، وحرائق الغابات، والتي أضحت تهدد التوازن البيئي وصحة الإنسان. وقد انطلقت الدراسة من إشكالية أساسية مفادها: كيف يساهم الاتصال البيئي في تحسين جهود حماية البيئة في ولاية تيزي وزو؟، وهدفت هذه الدراسة إلى إبراز مدى فعالية الاتصال البيئي في توعية الأفراد والمجتمع وتعزيز مشاركتهم في حماية البيئة، وكذا معرفة الوسائل الاتصالية المعتمدة من قبل مديرية البيئة لنشر الثقافة البيئية وترسيخ السلوك البيئي الإيجابي. وقد تم تقسيم الدراسة إلى إطار منهجي تضمن تحديد المفاهيم، الإشكالية، أهداف وأدوات الدراسة، أما الاطار النظري فتناول المفاهيم العامة حول البيئة والتحديات المرتبطة بحمايتها، بالإضافة إلى طبيعة الاتصال البيئي، وظائفه، وآلياته، ثم إطار ميداني تضمن تحليل استبيان وبيانات ميدانية لجمع المعلومات من جميع موظفي المديرية. وأظهرت النتائج أن للاتصال البيئي دوراً محورياً في تحسين الأداء البيئي المحلي، خاصة من خلال حملات التوعية والتحسيس، غير أن هذا الدور لا يزال محدوداً نتيجة ضعف الإمكانيات البشرية والمادية، وغياب التنسيق الفعّال مع وسائل الإعلام والجمعيات، بالإضافة إلى بعض المعوقات الإدارية. وفي ضوء هذه النتائج، أوصت الدراسة بضرورة تطوير استراتيجيات الاتصال البيئي، وتكوين الموارد البشرية المتخصصة، وتفعيل الشراكات مع مختلف الفاعلين في المجتمع المدني، لجعل الاتصال البيئي أداة فعالة لتحقيق تنمية بيئية مستدامة.

Abstract
This study explores the role of environmental communication in enhancing environmental protection efforts, through a field investigation conducted at the Directorate of Environment of Tizi Ouzou Province. The research was carried out within the context of Algeria’s growing environmental challenges such as pollution, desertification, waste, and forest fires, which increasingly threaten ecological balance and human health. The central question of the study was: How does environmental communication contribute to improving environmental protection efforts in Tizi Ouzou Province? The study aimed to highlight the effectiveness of environmental communication in raising awareness among persons and society, encouraging their participation in protecting the environment, and identifying the communication tools adopted by the Directorate to promote environmental culture and strengthen eco-friendly behavior. The study was structured into a methodological framework outlining the key concepts, research problem, objectives, and tools; a theoretical framework covering environmental concepts, protection challenges, and the nature, functions, and mechanisms of environmental communication; and a field framework based on survey analysis and data collected from a sample of Directorate employees. The findings revealed that environmental communication plays a pivotal role in improving local environmental performance, especially through awareness and sensitization campaigns. However, this role remains limited due to inadequate human and material resources, poor coordination with media and associations, and some administrative barriers. In light of these findings, the study recommends developing effective environmental communication strategies, training specialized human resources, and strengthening partnerships with civil society actors, in order to make environmental communication a powerful tool for achieving sustainable environmental development.

Résumé
La présente étude traite du rôle de la communication environnementale dans l’amélioration des efforts de protection de l’environnement, à travers une enquête de terrain menée auprès de la Direction de l’Environnement de la wilaya de Tizi-Ouzou, dans un contexte marqué par des défis environnementaux croissants en Algérie, tels que la pollution, la désertification, les déchets et les incendies de forêts, qui menacent l’équilibre écologique et la santé humaine. L’étude part d’une problématique centrale : Comment la communication environnementale contribue-t-elle à améliorer les efforts de protection de l’environnement dans la wilaya de Tizi Ouzou ? Elle vise à mettre en évidence l’efficacité de la communication environnementale dans la sensibilisation des individus et de la société, et à renforcer leur participation à la protection de l’environnement, tout en identifiant les moyens de communication adoptés par la direction pour diffuser la culture environnementale et ancrer les comportements écologiques. L’étude a été structurée en trois parties : un cadre méthodologique abordant les concepts clés, la problématique, les objectifs et les outils de recherche ; un cadre théorique traitant des notions générales liées à l’environnement, aux défis de sa protection, ainsi qu’à la nature, les fonctions et les mécanismes de la communication environnementale ; et enfin, un cadre empirique fondé sur l’analyse des questionnaires et des données recueillies auprès d’un échantillon d’agents de la direction. Les résultats ont révélé que la communication environnementale joue un rôle central dans l’amélioration de la performance environnementale locale, notamment à travers les campagnes de sensibilisation. Toutefois, ce rôle reste limité en raison du manque de ressources humaines et matérielles, de la faiblesse de la coordination avec les médias et les associations, ainsi que de certaines contraintes administratives. En conclusion, l’étude recommande de développer des stratégies de communication environnementale efficaces, de former des ressources humaines spécialisées, et de renforcer les partenariats avec les différents acteurs de la société civile, afin de faire de la communication environnementale un outil clé pour atteindre un développement environnemental durable.
