Abstract
أفضت الثورة الصناعية إلى إحداث طفرة عظمى في المجال التكنولوجي والتقني
ولاسيما فيما يتعلق بمجال تكنولوجيا المعلومات والاتصال وما ارتبط بهما من نظم مختلفة،
الأمر الذي ترتب عنه بزوغ الفضاء الإلكتروني كمجال حيوي أدى إلى إحداث تغيرات
محورية وجذرية في المجال السياسي والاقتصادي والاجتماعي والعسكري فضلا عن آثاره
على الصعيد ػالقانوني، فقد نتج عنه وبشكل منقطع النظير تغير نمط حياة البشر أفرادا
وجماعات، كما غير من طبيعة قوى ا لدول وعلاقتها ببعضها ببعض، وأعاد تشكيل
التوازنات الدولية للقوى، ورغم ما لهدا الفضاء الإلكتروني من محامد إلا انو قد غير
من مفهوم الأمن وأعاد صياغة مفهوم الحرب، وأصبح ساحة صراع ومصدر تهديد
للبشرية لاسيما بعدما أصبح يوظف لأغراض إرهابية، إذ تحول الفضاء الإلكتروني لساحة
يمارس فيها الإرهابيون نشاطات إرهابية إلكترونية ذات أبعاد متفاوتة الخطورة.
