Abstract
شهدت الدبلوماسية الجزائرية خلال فترة حكم الدايات (1671–1830م) نشاطا لافتا وتذبذبا بين فترات من التوتر والانفراج في علاقاتها الخارجية، وذلك نتيجة للتغيرات السياسية الداخلية والتقلبات التي طرأت على النظام الدولي آنذاك. وقد عملت الجزائر على ترسيخ سيادتها واستقلال قرارها السياسي، مما جعل تعاملها مع القوى الكبرى، لا سيما الدول الأوروبية منها، قائما على منطق المصالح والتفاوض. وتفاوتت مواقف هذه القوى بين التصادم والوئام، في حين شكلت المعاهدات والاتفاقيات الثنائية أداة أساسية لتنظيم هذه العلاقات. كما كانت قضية الأسرى وأعمال الجهاد البحري من أبرز العوامل التي أثّرت في مجريات التفاعل الدبلوماسي. ورغم ما اتسمت به السياسة الخارجية الجزائرية من نزعة استقلالية واضحة، فإنها كانت في أوقات الأزمات أو التهديدات الخارجية تراعي صلتها الرمزية بالدولة العثمانية، مما جعل سياستها تجمع بين الحرص على الاستقلال ومراعاة الظروف الدولية والإقليمية
During the reign of the Deys (1671-1830 AD), Algerian diplomacy witnessed remarkable activity and fluctuations between periods of tension and détente in its foreign relations. This was a result of internal political changes and fluctuations in the international system at the time. Algeria worked to consolidate its sovereignty and the independence of its political decision-making, which made its dealings with the major powers, especially European countries, based on the logic of interests and negotiation. The positions of these powers varied between confrontation and harmony, while bilateral treaties and agreements constituted an essential tool for regulating these relations. The issue of prisoners and naval jihad were also among the most prominent factors that influenced the course of diplomatic interaction. Despite the clear independence of Algerian foreign policy, in times of crisis or external threats, it took into account its symbolic connection to the Ottoman Empire. This made its policy combine a keenness to preserve independence with consideration of international and regional circumstances
