Abstract
في السنوات الأخيرة، شهد النظام الدولي سلسلة من الأحداث المتشابكة و الأزمات المعقدة، التي أثرت سلبا على التفاعلات الدولية. و من بين هذه الأحداث، كان لأزمة المالية العالمية في عام 2008 أثر بارز، حيث أدت إلى تراجع الهيمنة الغربية و ظهور قوى اقتصادية صاعدة، مثل مجموعة "البريكس"، التي تضم البرازيل، روسيا، الهند الصين، وجنوب إفريقيا. و توسعت هذه المجموعة مؤخرًا لتشمل مصر، الإمارات، السعودية، إثيوبيا، الأرجنتين وإيران، مشكلة ما يُعرف ببريكس بلس.
برزت هذه القوى الصاعدة، أو الإقليمية الجديدة، و أثرها المتنامي، بشكل خاص في الجانب الاقتصادي، مما شكل تحديا للإستراتيجية الأمريكية و دفعها نحو صياغة قواعد جديدة تتحدى الهيمنة الأمريكية. و أصبح لهذه القوى مواقف عالمية، حيث تسعى للعب أدوار سياسية كبرى، و ذلك لمواجهة الأحادية القطبية و العمل على بناء نظام دولي متوازن يشجع على التعددية و يساهم في مساعدة الدول النامية على التنمية و مواجهة التحديات. و بناء على هذه الحقائق، طرحت العديد من التساؤلات حول مستقبل النظام الدولي، خاصة مع تزايد دور القوى الصاعدة عمومًا، و دول مجموعة البريكس بشكل خاص.
In recent years, the international system has witnessed a series of interconnected events and complex crises, negatively impacting international interactions. Among these events, the global financial crisis of 2008 had a notable impact, leading to the decline of Western hegemony and the emergence of rising economic powers such as the BRICS group, comprising Brazil, Russia, India, China, and South Africa. This group has recently expanded to include Egypt, the UAE, Saudi Arabia, Ethiopia, Argentina, and Iran, forming what is known as BRICS Plus.
These emerging or new regional powers have particularly made their growing economic influence felt, posing a challenge to US strategy and prompting it to formulate new rules that challenge American hegemony. These powers have gained global standing, seeking major political roles to counter polarized unilateralism and work towards building a balanced international system that fosters pluralism and assists developing countries in development and confronting challenges.
Based on these realities, numerous questions have been raised about the future of the international system, especially with the increasing role of emerging powers in general and the BRICS group in particular.
