Abstract
إن قانون 22-18 لعام 2022 في الجزائر يهدف إلى تحسين مناخ الاستثمار لجذب المستثمرين المحليين والأجانب، وتعزيز التنمية المستدامة وتنويع الاقتصاد بدعم قطاعات مثل الصناعة والزراعة. يقدم أنظمة تحفيزية مرنة: النظام العام، التفاضلي للقطاعات ذات الأولوية، ونظام الاستثمارات الاستراتيجية، مع حوافز جبائية، مالية، وإدارية. الوكالة الجزائرية لترقية الاستثمار تدير التسجيل والمزايا مع رقابة صارمة. لكن البيروقراطية، ضعف التسويق الدولي، ونقص البنية التحتية يعيقان التنفيذ. النظام المصرفي وتحويل الأموال يحتاجان تحسينات كبيرة. يتطلب القانون إصلاحات إدارية وتنسيقًا أفضل بين الجهات الحكومية. تحسين البنية التحتية ضروري لجذب الاستثمارات ودفع التنمية الاقتصادية.
Law 22-18 of 2022 in Algeria aims to improve the investment climate to attract local and foreign investors, promote sustainable development, and diversify the economy by supporting sectors such as industry and agriculture. It offers flexible incentive schemes: the general scheme, the preferential scheme for priority sectors, and the strategic investment scheme, with tax, financial, and administrative incentives. The Algerian Investment Promotion Agency manages registration and benefits with strict oversight. However, bureaucracy, weak international marketing, and inadequate infrastructure hinder implementation. The banking system and fund transfers require significant improvements. The law needs administrative reforms and better coordination among government entities. Enhancing infrastructure is essential to attract investments and drive economic development.
La loi 22-18 de 2022 en Algérie vise à améliorer le climat des investissements pour attirer les investisseurs locaux et étrangers, promouvoir le développement durable et diversifier l'économie en soutenant des secteurs comme l'industrie et l'agriculture. Elle propose des régimes incitatifs flexibles : général, préférentiel pour les secteurs prioritaires et pour les investissements stratégiques, avec des avantages fiscaux, financiers et administratifs. L'Agence algérienne de promotion de l'investissement gère l'enregistrement et les avantages sous une supervision stricte. Cependant, la bureaucratie, le faible marketing international et le manque d'infrastructures entravent la mise en œuvre. Le système bancaire et les transferts de fonds nécessitent des améliorations significatives. La loi requiert des réformes administratives et une meilleure coordination entre les entités gouvernementales. L'amélioration des infrastructures est essentielle pour attirer les investissements et stimuler le développement économique.
