Abstract
أحذت الجزائر بالنظام المركزية الإدارية الى جانب النظام اللامركزي،بحيث يقوم هذا الأخير على ركائز أساسية تتمثل في استقلالية الهيئات المحلية من حيث وجودها المادي ،واستقلاليتها من الجانب الوظيفي ،والجانب المالي.
الا ان هذه الاستقلالية تبقى محدودة في الجزائر نظرا للتبعية الوظيفية والمالية للإدارة المركزية .
Algeia has adopted a system that combines centralized administrative governancewith a decentralized system. The latter isbased on fundamentalpillarsthatinclude the autonomy of local bodies in terms of theirphysicalexistence ,functionalindependence,andfinancialautonomy.
However,thisautonomyremainslimited in algeria due to the functional and financialdependence on the central administration .
