Abstract
ملخص الدراسة باللغة العربية :
تتناول هذه المذكرة موضوع "استخدام البريد الالكتروني في تحسين الاتصال الداخلي في بلدية افليسن"، و تهدف إلى إبراز دور البريد الالكتروني كوسيلة حديثة للتواصل الإداري الفعال. تأتي فأهمية هذا الموضوع من التحولات الكبيرة التي يشهدها القطاع الإداري في ضل التحول الرقمي، حيث أصبح البريد الالكتروني أداة أساسية لتبادل المعلومات و تسهيل التنسيق بين المصالح المختلفة داخل البلدية.
و قد اعتمدت المذكرة على منهجية وصفية و تحليلية لدراسة واقع استخدام البريد الالكتروني، من خلال جمع البيانات من موظفي البلدية و تحليلها لتحديد فعاليته و مجالات تحسينه.
و أظهرت النتائج أن البريد الالكتروني ساهم في تسريع تدفق المعلومات و تقليل الأخطاء الناتجة عن الاتصال التقليدي، إلى جانب تعزيز روح التعاون بين الموظفين.
مع ذلك، تم رصد بعض التحديات، مثل ضعف التكوين الرقمي لدى بعض الموظفين، و غياب سياسات تنظيمية واضحة، و نقص بعض الإمكانيات التقنية. و بناءا على ذلك، خلصت المذكرة إلى مجموعة من التوصيات، أهمها: ضرورة تطوير البنية التحتية الرقمية، و تكثيف الدورات التكوينية، ووضع لوحات تنظيمية شاملة لضمان الاستخدام الأمثل للبريد الالكتروني.
في المجمل، تؤكد هذه المذكرة أن الاستخدام الفعال للبريد الالكتروني يعد خطوة أساسية لتحسين الاتصال الداخلي و تعزيز كفاءة العمل الإداري في بلدية افليسن.

This memorandum addresses the topic of ( Using Email to improve internal communication in the Municipality of Iflissen ). It aims to highlight the role of email as a modern means of effective communication. The importance of this topic stems from the major transformations taking place in the administrative sector in light of the digital transformation, where email has become an essential tool for exchanging information and facilitating coordination between various departments within the municipality.
The memorandum relied on a descriptive and analytical methodology to study the reality of email use, by collecting and analyzing data from municipal employees to determine its effectiveness and areas for improvement.
The results showed that email contributed to accelerating the flow of information and reducing errors resulting from traditional communication, in addition to enhancing the spirit of cooperation among employees.
However, some challenges were identified, such as the weak digital training of some employees, the absence of clear organizational policies, and the lack of certain technical capabilities. Based on this, the memorandum concluded with a set of recommendation, most notably the need to develop the digital infrastructure, intensify training courses, and develop comprehensive organizational charts to ensure optimal use of email.
Overall, this memorandum confirms that the effective use of email is an essential step toward improving internal communication and enhancing administrative efficiency in the Municipality of Iflissen.
